In accordance with Article 32 of the SES 2+ Regulation (Regulation (EU) 2024/2803), the European Commission DG MOVE has undertaken a study on a possible modulation of the en route air navigation service (ANS) charges and on the contribution of such a modulation to the Single European Sky objectives and the EU’s climate policy goals. To support the Commission in this exercise, an independent consultancy – KPMG – has been selected to conduct the study and to run targeted stakeholder consultation activities.
The study aims to provide the Commission with the essential information and detailed analysis to determine whether to adopt an implementing act setting out a uniform environmental modulation of en route ANS charges in view of the fifth reference period (RP5).
The involvement of stakeholders through a consultation process is an integral part of the study. As a first step of this consultation process, the study team has launched an initial online stakeholder survey.
