PRB Chair
Koen Milis
With his background in business information systems and applied economics Koen Milis has been appointed PRB Chair as of 1 September 2025 for a duration of 5 years. Previously (between 2020-2025) he has served as a Director-General of the Belgian Civil Aviation Authority at the Federal Public Service Mobility and Transport and has been also the CEO of a large training facility (for police, firefighters, first aid responders) in Belgium. Chairing the Performance Review Board at current is supported by his experience having chaired the EASA Management Board, having been member of the Presidents Bureau of Eurocontrol and member of the coordination committee of European Civil Aviation Conference (ECAC). Being also a light propeller aircraft mechanic, he is an active pilot as a member of aero Kiewit.

Maurizio Castelletti
Maurizio is a transport engineer who spent most of his professional life as official and head of unit in the transport department of the European Commission. Throughout his career, he significantly contributed to the inception of the Single European Sky and the development of performance and charging schemes. Known for his expertise in managing rail and air transport projects, Maurizio was instrumental in various initiatives, including the Rail Freight Corridors and SESAR Deployment Manager. He holds a master's degree in transport engineering from Politecnico di Milano and served as Lieutenant in Military School of Cecchignola.
Ana Gómez-Pineda Luna
Ana is a senior aviation professional with comprehensive and extensive experience in economic regulation, airport performance, and European aviation policy. She has held senior roles at IATA and the Spanish Civil Aviation Authority, leading work on airport charges, capacity, sustainability, and the implementation of the EU Performance and Charging Scheme.
She has represented aviation stakeholders in key European and international forums, including the European Commission, Eurocontrol, and EASA, and has contributed to major airport expansion and airspace capacity initiatives. Ana holds a degree in Aeronautical Engineering from the Universidad Politécnica de Madrid and an Executive Master in Finance from IE University.
Cathy Mannion
Cathy has an extensive background in economic regulation and corporate governance. Previously, she was Chair of the Performance Review Body and, until late 2021, the Commissioner for Aviation Regulation in Ireland and the National Supervisory Authority for the economic regulation of air navigation services. Cathy previously worked in the Commission for Regulation of Utilities and was responsible for establishing the economic regulatory framework for water services and for developing and implementing policy for many aspects of the Irish energy markets.
She holds a BA Mod (Hons) in Economics and Business Administration from Trinity College Dublin, an MBA from Queen’s University Belfast and a Diploma in Corporate Governance from University College Dublin.
Juan José Montero-Pascual
Patrick Souchu
Patrick retired from French DGAC in 2024 and is acting as an independent consultant specialized in Air Traffic Management modernization and strategies. He was previously the DSNA SESAR program director managing all Research, Innovation and deployment related projects. He was involved in the governing bodies of the SESAR JU and deployment manager. He has also a large experience on ATM systems, Communication, Navigation and Surveillance. He has been member and chair of the EUROCAE Council for several years and he is now honorary member of this standardisation organisation. He was graduated as an engineer by ENAC and he holds an active Private Pilot License.
Joe Sultana
An electrical engineer graduate who spent his long career to date working as a air traffic controller, managing a national air traffic service provider, as a top expert in air traffic management in EUROCONTROL delivering several European ATM projects and completing a 28-year EUROCONTROL career as Director Network Management. A member of the Performance Review Body for 3 years prior to selection as a member of the new Performance Review Board in June 2025.
