PRB Role

The Performance Review Board (PRB) of the Single European Sky (SES) is an advisory board to the European Commission established by Article 13 of Regulation (EU) 2024/2803. The PRB replaces and succeeds to the Performance Review Body established under Article 11(2) of Regulation (EC) No 549/2004.

The PRB assists the Commission in the implementation of the SES performance and charging scheme and makes recommendations to the Commission and national supervisory authorities (NSAs). The PRB output is non-binding but plays a very important role in the implementation of the scheme. The PRB also advises on:

  • The establishment of the Union-wide performance targets for each reference period;
  • The assessment of performance plans from Member States and the Network Manager for each reference period; and 
  • The yearly performance monitoring of air navigation services in the previous year. 

The PRB is supported by a secretariat, which is provided by the Commission. The primary goal of the secretariat is to support the PRB in executing its tasks effectively and independently.
