PRB Role

The Performance Review Board (PRB) of the Single European Sky (SES) is an advisory board to the European Commission established by Article 13 of Regulation (EU) 2024/2803.

The PRB assists the Commission in the implementation of the SES performance and charging scheme and makes recommendations to the Commission and national supervisory authorities (NSAs). The PRB output is non-binding but plays a very important role in the implementation of the scheme. The PRB also advises on the establishment of performance targets, assesses draft performance plans from Member States and the Network Manager, and monitors the overall performance of air navigation services within the Single European Sky framework. 

The PRB is supported by a secretariat, which is provided by the Commission. The primary goal of the secretariat is to support the PRB in executing its tasks effectively and independently.

Core activities of the PRB

The PRB role consists in providing assistance to the Commission in carrying out the tasks related to the functioning of the performance and charging scheme laid down in Regulation (EU) 2024/2803. Among other activities:

  • The establishment of the Union-wide performance targets for each reference period (Article 22)
  • The assessment of performance plans for each reference period (Article 24)
  • The yearly performance monitoring of air navigation services in the previous year (Article 25)
