Published Performance Plans

In accordance with Regulation (EC) No 549/2004⁽1⁾, a performance evaluation system should be established for air navigation services and network functions in the Single European Sky, in blocks of years or 'reference periods'.

The European "Single Sky" regulations establish a performance incentive system for air navigation services and network functions, through the development of a performance plan.

Performance planning with EU-wide performance targets is designed to ensure an efficient system and sustainable resource management while maintaining an optimal level of security across the EU.

Regulation (EC) No 550/2004 of the European Parliament and of the Council of 10 March 2004 on the provision of air navigation services in the single European sky requires the European Commission (the Commission) to establish a common charging regime for air navigation services

Pursuant to Commission Implementing Regulation (EU) 2019/317 of 11 February 2019 establishing a performance and charging scheme in the single European sky and repealing Implementing Regulations (EU) No 390/2013 and (EU) No 391/2013 a Member State is to publish its adopted performance plans.

The performance and charging schemes are established on the basis of Article 11 of Regulation (EC) No 549/2004 laying down the framework for the creation of the single European sky (the Framework Regulation)
